How Pennsylvania withholding is handled
Pennsylvania includes traditional 401(k) contributions in income-tax wages, unlike federal payroll. Qualified health deductions can reduce state income-tax wages. Employee unemployment contributions are separate.
A state withholding example
On $2,000 gross with $100 traditional 401(k) and $100 qualified health, Pennsylvania income withholding is $58.33 and employee unemployment is $1.40.
Coverage limits
Confirm local EIT or Philadelphia wage tax and LST. Retirement contributions do not reduce either PA income withholding or the employee unemployment base.
Regular resident W-2 wages only. Use confirmed local/other payroll charges where required. No tax-return, reciprocity, nonresident-alien or special-occupation calculations. Benefit entries must qualify under your employer’s plan.
